IS IT TIME FOR A CITIZENS REVIEW COMMITTEE?

In light of all the recent controversy with the Utica Police Department, is it time for this community to set up a citizens review committee to review cases of controversy that are looming in an effort to bring trust and enhance public relations? 

I think that in doing so, we have nothing to loose.  I'd like to discuss this with the Mayor.....
